I like them both. The colors are really easy on the eyes since they are all similar shades along with the stroke effect of the fish.
I think the second one is better, mostly becuase it looks more like a merit badge that cub scout would earn for doing some kind of an act, if you wanted to expand on it maybe make different versions of it but each one being for doing something. So for example one badge would be for doing X amount of hours of clean up at a communtiy event, another one could be for being a water avenger for x amount of time and such. The only concern that I have with it is that some people might be turned off since it looks similar to the marines seal, but on the flip side others might be attracted to it more so because of it.
The first one seems to much like a license plate, so if we were to fashion it into some metal like a personalized license plate that you could buy in a dollar store it would work. As is I don't know.
Where would you include the other two colors if you were to include them, as circle strokes perhaps?

I dont know that I'd add the other goldish colors to the logo. I think two blue hues alongside black and white is enough color already. I'm a bit more partial to the circle as well, but we'll go over things on Monday to finalize our plans for it. Thanks for the info.
